The permissions would be extended by the Defense Ministry to NGOs, foreigners and workers, and would be intended to prevent the illegal use of resources in the area.&lt;/span&gt;  &lt;p style="color: rgb(0, 0, 0);"&gt;The law project is supposed to be pondered in the Congress until July.
